ALMM and inverter compliance: MNRE’s current ALMM page publishes solar PV module and cell lists, not an inverter list. Verify the inverter’s exact model documents and applicable scheme or DISCOM requirements separately.

What is ALMM

ALMM listing requires BIS certification as a prerequisite, plus origin documentation, factory inspection by the National Institute of Solar Energy (NISE), and ongoing surveillance. Listings are routinely revoked when conditions change.

ALMM explained simply

If you are building a solar project that gets subsidy from the central government or wins a SECI tender, you must use modules from a published list of approved makers and approved models, built with cells from the companion cell list. The list is maintained by MNRE and updated every few months. Buy off-list and the subsidy will not come. Inverters are not on any ALMM list, so verify those against BIS registration and the standards named on the model documents.

Why ALMM matters

Subsidy gating. PM Surya Ghar, PM-KUSUM and CPSU schemes disburse subsidy only against ALMM equipment.

Quality floor. ALMM verifies BIS compliance, factory inspection and ongoing surveillance.

Indian manufacturing support. The mechanism effectively favours domestic manufacturers, aligning with Make in India and PLI policy.

Tender eligibility. SECI and most state utility tenders require ALMM-listed equipment.

Investor confidence. ALMM listing is a signal of regulatory acceptance and ongoing compliance.

How ALMM works

  1. Manufacturer obtains BIS certification for the model.
  2. Submits application to MNRE with origin documents and BIS test reports.
  3. NISE conducts factory inspection at the manufacturing facility.
  4. MNRE reviews and issues ALMM listing order.
  5. Listing is published on MNRE website.
  6. DISCOMs and tender authorities reference the published list.
  7. Periodic surveillance may revoke listing for non-compliance.

For EPCs assembling subsidised rooftop or ground-mount portfolios, sourcing ALMM-listed equipment through a turnkey solar EPC partner that already tracks listing status simplifies compliance and avoids last-minute substitutions.

Technical deep dive

List structure

ALMM list structure: modules, cells and the proposed wafer list
ListCoverage
List ISolar PV modules manufactured in India
List IISolar cells manufactured in India
Proposed wafer listWafers, draft dated 12 September 2025, compliance proposed from 1 June 2028, not in force

Each list entry includes manufacturer name, model, wattage or capacity range, date of approval, and validity.

Listing duration

Initial listing is typically valid for 2 years. Re-listing requires fresh inspection and certification.

Capacity tagging

Each model is listed with maximum cumulative dispatch capacity. Once a manufacturer exceeds the tagged capacity in a year, MNRE may pause new dispatches until inspection updates.

Real-world applications

Mandatory for PM Surya Ghar disbursement.

Required for SECI, CPSU, NTPC and most central tender bids.

Required for most state agency solar tenders (Gujarat Urja Vikas Nigam, Solar Energy Corporation of Karnataka, MEDA, AP Solar).

Required for state subsidy schemes in most cases.

Increasingly required by financiers as a quality signal.

Advantages

Quality assurance through standardised inspection.

Supports Indian manufacturing scale-up.

Simplifies DISCOM and tender authority procurement review.

Aligns with PLI scheme objectives.

Reduces import dependency in solar.

Limitations

Acts as a trade barrier under WTO interpretations, a concern that echoes debates around import duties on solar inverters in India.

Listing process can take 6 to 12 months, delaying new product launches.

ALMM premium has historically inflated module prices.

Surveillance and revocation can disrupt project pipelines.

Limited coverage of balance of system components.

Common problems

ALMM listing revoked mid-project, forcing equipment substitution.

New module wattage class not yet listed, blocking high-wattage bifacial projects.

Manufacturer at full ALMM-tagged capacity, unable to ship more.

Conflicting interpretation between MNRE and state DISCOMs on what counts as ALMM.

Best practices

Confirm ALMM status on the day of order and the day of delivery.

Maintain copies of ALMM listing PDFs in project files.

Build buffer time for ALMM revisions in project schedules.

Use only NISE-inspected manufacturer facilities for sensitive projects.

Track MNRE ALMM revision notifications.

Indian market context

Major ALMM-listed module manufacturers in 2026 include Adani Green Solar, Waaree Energies, Tata Power Solar, Vikram Solar, Goldi Solar, Premier Energies, RenewSys, Mundra Solar, Saatvik Green Energy and a growing list.

The PLI scheme accelerated Indian module manufacturing capacity, with several gigawatt-scale plants operationalising between 2023 and 2026. ALMM listings have grown commensurately.

Standards and certifications

Standards and procedures behind ALMM listing
StandardScope
MNRE ALMM procedureListing rules
IS 14286Crystalline silicon module standard
IS 16077Thin film module standard
IS 16221Inverter safety
CEA Connectivity Regulations 2013 (as amended 2019)Grid connection of distributed generation
BIS certificationQuality compliance prerequisite
NISE inspection protocolFactory inspection

These IS standards sit inside the wider BIS/IEC compliance framework for solar inverters that Indian buyers and EPCs must verify before commissioning.

Common mistakes

Buying modules from a manufacturer whose ALMM listing was just revoked.

Assuming all imported equipment is automatically ALMM-listed because the brand is famous.

Skipping date-of-supply verification, only confirming date-of-order ALMM status.

Mixing ALMM and non-ALMM equipment, voiding subsidy.

Forgetting that solar cells (List II) and modules (List I) are tracked separately.

Failing to keep ALMM documentation in project files for later audit.

FAQ

Frequently Asked Questions

What is the ALMM list?
The Approved List of Models and Manufacturers (ALMM) is the register MNRE maintains of solar PV modules (List-I) and solar cells (List-II) from approved manufacturers. Projects covered by the ALMM Order, such as subsidised rooftop systems and central tenders, must use listed products. MNRE publishes no ALMM list for inverters.
What does ALMM stand for?
Approved List of Models and Manufacturers.
Is ALMM mandatory for all solar projects in India?
No. It is mandatory only for subsidised schemes (PM Surya Ghar), central tenders (SECI, CPSU), and most state government projects. Pure private commercial projects can use non-ALMM equipment, though many DISCOMs still prefer ALMM.
When was ALMM introduced?
April 2019. Suspended briefly during 2021-2024, reinstated for modules in April 2024.
How does a manufacturer get on ALMM?
Apply with BIS certification, factory inspection by NISE, performance test data and proof of indigenous manufacturing. Approval takes 6 to 12 months.
Is ALMM the same as BIS certification?
No. BIS certifies the product to a quality standard. ALMM additionally requires origin verification and factory inspection by NISE. ALMM listing requires BIS as a prerequisite.
Are imported modules ALMM eligible?
Generally no. ALMM List-I covers modules from approved manufacturers, and each entry is tied to a specific manufacturer, model and manufacturing location. An imported module can be used on a project covered by the ALMM Order only if that exact model and factory appear on the current list, so check MNRE's ALMM page before buying.
What is List I of ALMM?
List I covers solar PV modules manufactured in India. List II covers solar cells and came into force on 1 June 2026, so List-I modules must use List-II cells. There is no List III for inverters. MNRE has proposed a wafer list with compliance from 1 June 2028, but it is not in force. MNRE publishes no ALMM list for inverters at any phase.
How often is ALMM updated?
MNRE issues revisions every 1 to 3 months. New manufacturers are added, and listings are revoked for non-compliance or factory changes.
Can I check ALMM status online?
Yes, on the MNRE website. The current ALMM order PDF lists all approved manufacturers and models with capacity and date of approval.
What happens if I use non-ALMM equipment in PM Surya Ghar?
Subsidy is denied. The DISCOM may also refuse net metering commissioning.
Are all big brands on ALMM?
All major Indian manufacturers (Adani, Waaree, Tata Power Solar, Vikram Solar, Goldi Solar, Premier Energies, RenewSys and others) are listed for modules. No brands are listed for inverters, because MNRE publishes no ALMM inverter list. For inverters, check BIS registration and the standards on the model documents instead.
Is ALMM a trade barrier?
Critics argue yes, since it effectively restricts imports. Supporters argue it supports the Make in India policy and aligns with anti-dumping concerns.
Does ALMM apply to balance of system components?
The current MNRE ALMM page publishes lists for solar PV modules and cells. Inverter, mounting-structure, cable, protection, scheme, and DISCOM requirements must be checked through their own applicable documents.
What is the impact of ALMM on solar prices?
ALMM-listed module prices in India have historically run 5 to 15 percent higher than non-ALMM imports. The gap has narrowed as Indian manufacturing has scaled.
