Solar Inverter Regulations 2026: BIS/IEC Compliance

BIS and ALMM answer different procurement questions. Use this exact-model checklist before an EPC or dealer stocks a solar inverter brand in India.

Short version. Before stocking a solar inverter brand, verify the exact model against the current BIS route created by the applicable Quality Control Order. Use ALMM only for the module and cell questions it actually covers. Then check the scheme, tender and DISCOM requirements for the projects that will use the stock.

BIS vs ALMM: the decision table

BIS, IEC, ALMM, scheme and DISCOM checks compared by what each covers and what it does not prove
CheckWhat it coversProduct levelWhat it does not prove
BIS licence or registration under the applicable QCOConformity to named Indian Standards and use of the Standard MarkExact covered model or declared series scopeALMM status, tender acceptance or grid connection
IEC certificate or test reportTesting against the stated international standard and editionExact model or tested familyIndian legal compliance unless the applicable Indian order accepts that route
ALMM List-IMNRE-enlisted solar PV module models and manufacturersModule model and manufacturing locationInverter compliance or cell compliance by itself
ALMM List-IIMNRE-enlisted solar PV cell models and manufacturersCell model and manufacturing locationInverter compliance or module listing by itself
Scheme or tender requirementEligibility and evidence for that programme or procurementBid, project, vendor and equipment scheduleApproval under another scheme or tender
DISCOM or project approvalConnection, metering, protection, inspection and commissioningThe specific installationProduct conformity for every unit sold elsewhere

This separation matters for stock. A dealer can hold an inverter with a valid product document that still does not satisfy a particular tender. An EPC can also select compliant modules and cells while leaving the inverter evidence unresolved.

What the current inverter order requires

The controlling national document is the Solar Systems, Devices and Components Goods Order, 2025, issued by the Ministry of New and Renewable Energy (MNRE) as S.O. 492(E) on 27 January 2025 for India. It replaced the 2017 order while preserving valid existing licences until their expiry.

The official 2025 QCO notice says covered goods must conform to the named Indian Standards and bear the Standard Mark under a Bureau of Indian Standards licence under Scheme II. BIS is the certifying and enforcing authority.

For inverters, the order divides the equipment into two entries.

Standards named in the Solar Systems, Devices and Components Goods Order, 2025 for the two inverter entries
QCO entryStandards named in the 2025 orderDecision the standard addresses
Power inverters for photovoltaic power systemsIS 16221 (Part 2): 2015 / IEC 62109-2: 2011; IS/IEC 61683: 1999Inverter safety; efficiency measurement procedure
Utility-interconnected photovoltaic invertersIS 16221 (Part 2): 2015 / IEC 62109-2: 2011; IS 16169: 2019 / IEC 62116: 2014; IS 17980: 2022 / IEC 62891: 2020Safety; islanding-prevention testing; MPPT efficiency

The order also says the latest notified version of an Indian Standard, including amendments, applies from the date of notification. Do not freeze a stocking policy around a screenshot of an older standard list.

The temporary route for inverters above 200 kW

Capacity changes the evidence route. MNRE notification S.O. 3706(E), dated 3 July 2026, extends implementation of the 2025 order for SPV inverters above 200 kW until 31 December 2026 or further orders, whichever is earlier.

The official July 2026 notification permits conditional self-certification for those units. It requires the manufacturer to hold the corresponding valid IEC certificates and test reports from accredited laboratories named by the notification.

If stock may be delivered after the cut-off, record who must recheck the order and what happens if the route changes before dispatch or commissioning.

What ALMM covers in September 2026

ALMM means Approved List of Models and Manufacturers. The MNRE ALMM page, last updated 16 September 2026, states that:

  • List-I specifies solar PV module models and manufacturers;
  • List-II specifies solar PV cell models and manufacturers;
  • the first module list was issued on 10 March 2021; and
  • the first cell list was issued on 31 July 2025.

MNRE also states that only List-I module models and manufacturers are eligible for use in government projects, government-assisted projects, projects under government schemes and programmes, open-access projects and net-metering projects installed in India, including the other categories specified on that page.

The detailed ALMM scope guide owns the module, cell and current exception questions. This page keeps the narrower stocking decision: do not substitute an ALMM claim for the inverter’s own QCO and BIS evidence.

Scheme enlistment is not ALMM

Another similarly named record can create confusion. MNRE issued a Framework for enlistment of models of OEMs of solar PV modules and inverters under PM Surya Ghar: Muft Bijli Yojana on 21 June 2024.

The official framework notice describes a separate scheme model-enlistment programme administered through NISE. The framework as issued calls it voluntary and says installations not using enlisted models can remain eligible for Central Financial Assistance when they comply with the scheme guidelines.

That programme is not ALMM and is not a BIS licence. Before quoting for PM Surya Ghar work, check the latest scheme notices rather than relying on the 2024 framework alone.

The grid side: CEA connectivity regulations and the DISCOM

BIS covers the product. The connection to the distribution network is governed separately. The national reference is the Central Electricity Authority’s Technical Standards for Connectivity below 33 kilovolts Regulations, 2013, dated 30 September 2013, with an amendment dated 6 February 2019. They apply to distributed generation resources, charging stations and prosumers connected to the system below 33 kV. A CEA regulation summary hosted by CBIP{target=“_blank” rel=“noopener”} states the following for distributed generation using inverters, checked on 14 October 2026.

CEA connectivity requirements for inverter-based distributed generation, as summarised by CBIP (checked 14 October 2026)
TopicWhat the summary states
Harmonic current injectionMust not exceed the limits in IEEE 519
DC injectionMust not exceed 0.5 percent of full rated output at the interconnection point
FlickerMust stay within the limits in IEC 61000
Voltage tripOver and under voltage trip functions at above 110 percent and below 80 percent of nominal, with clearing time up to two seconds
Frequency tripOver and under frequency trip functions at 50.5 Hz and below 47.5 Hz, with clearing time up to 0.2 seconds
SynchronisationAn inverter does not need a separate synchronising device if one is built into it
MeasurementHarmonic, DC injection and flicker measurement with calibrated meters before commissioning and once a year
Licensee discretionThe appropriate licensee may prescribe a narrower voltage or frequency range

Two cautions apply. The summary is a secondary document, so confirm any number you rely on against the gazetted regulation and any later amendment. And the last row matters most in practice: your DISCOM’s connection conditions can be tighter than the national figures. The connection agreement, the inspection checklist and the settings written in the commissioning record are what govern a particular installation.

The product standards sit beside these requirements. IS 16221 (Part 2) / IEC 62109-2 covers inverter safety, including insulation and residual current monitoring. IS 16169 / IEC 62116 covers islanding prevention, the behaviour that makes an on-grid inverter stop when the grid fails. The circuit diagram guide shows where each protection sits inside the inverter.

Product conformity does not approve the project

Product evidence answers whether the equipment follows the specified product route. It does not approve a design, connection or subsidy file.

The MNRE residential CFA operational guidelines dated 13 June 2024 illustrate the distinction. They require vendors to meet the scheme’s technical specifications, and they place physical inspection and portal approval with the relevant DISCOM. Metering arrangements and technical feasibility follow the applicable state and DISCOM process.

For other projects, the controlling document may be a tender schedule, owner specification, State Electricity Regulatory Commission regulation, DISCOM checklist or Electrical Inspector requirement. Build a project evidence matrix rather than applying one residential-scheme checklist to every sale.

The eight checks before stocking an inverter model

Use a separate row for every exact SKU. “Brand approved” is not a useful status.

The datasheet-reading guide explains how to carry the exact model into a BOQ and tender matrix. The supplier qualification guide covers authorised supply, warranty execution and service evidence after the compliance hard gate.

What to put in the stock file

Keep a controlled file for each model and revision.

Minimum contents of a stock file for each inverter model and revision
RecordMinimum fields
Model masterFull model, capacity, phase, hardware revision and intended application
QCO and BIS evidenceOrder, applicable entry, standards, licence or registration number, holder, exact scope, status and date checked
Test evidenceReport or certificate title, model, standard and edition, laboratory, accreditation scope, issue date and exceptions
Product documentsCurrent datasheet, installation manual, settings guide and communication accessory schedule
Project matrixScheme or tender clause, state, DISCOM, required evidence, owner and status
Incoming inspectionPurchase order, invoice, serial numbers, nameplate photographs, Standard Mark, accessories and quarantine record
Review controlNext review date, responsible person, open clarification and stop-stock condition

Record the source URL and the date checked. A file named BIS certificate latest.pdf without a model, source or review date will fail exactly when the team needs it.

Common claims that should stop the purchase

None of these statements supplies the missing evidence. Record the gap and ask for the current document or an answer from the controlling authority.

The Tier 1 solar inverter explainer separates manufacturer bankability classifications from exact-model certificates, licences, test reports and project approvals.

Qbits documents and the next check

Qbits public datasheets identify model families and technical values. They do not, by themselves, establish a current BIS licence, ALMM status, tender eligibility, subsidy eligibility or DISCOM approval for the exact unit being considered. This article therefore makes no current Qbits certification or approval claim.

The BIS certification glossary entry explains the registration route in plain terms. Download the Qbits datasheet for the exact model and add it to the model register. The families are described on the on-grid inverter and hybrid inverter pages. Then obtain and verify every current certificate, licence, scheme document and project-specific approval required for the intended use before committing stock.

Source position: National QCO and BIS points were checked against MNRE S.O. 492(E) dated 27 January 2025, MNRE S.O. 3706(E) dated 3 July 2026, the current BIS Scheme II page and the BIS CRS public search. ALMM scope was checked against MNRE’s page updated 16 September 2026. PM Surya Ghar distinctions were checked against MNRE documents dated 21 June 2024 and 13 June 2024. CEA connectivity points were checked on 14 October 2026 against a CBIP-hosted summary of the 2013 regulations as amended on 6 February 2019. Rules and lists can change, and a qualified regulated review is required before publication or live procurement use.

FAQ

Frequently Asked Questions

Is BIS the same as ALMM for solar equipment?
No. The Solar Systems, Devices and Components Goods Order, 2025 requires covered goods to conform to the named Indian Standards and bear the Standard Mark under a BIS licence. MNRE's ALMM regime separately publishes List-I for solar PV modules and List-II for solar PV cells. One record cannot replace the other.
Does a solar inverter need an ALMM listing?
MNRE's ALMM page, last updated 16 September 2026, publishes module and cell lists, not an inverter list. Check an inverter against the applicable QCO, BIS record, project specification, scheme rules, and DISCOM requirements. Do not ask for an ALMM inverter certificate.
Which BIS standards apply to a grid-connected solar inverter?
The 2025 QCO names IS 16221 Part 2 for inverter safety. It also names IS/IEC 61683 for efficiency measurement for power inverters. For utility-interconnected photovoltaic inverters, it additionally names IS 16169 for islanding-prevention testing and IS 17980 for MPPT efficiency. Confirm the current order and exact product category before relying on this list.
What changed for solar inverters above 200 kW in 2026?
MNRE notification S.O. 3706(E), dated 3 July 2026, extends implementation of the 2025 QCO for inverters above 200 kW until 31 December 2026 or further orders, whichever is earlier, on a conditional self-certification basis. The manufacturer must hold the corresponding valid IEC certificates and accredited-laboratory test reports named in the notification. Recheck for a later order before procurement.
Is a standards list on a datasheet enough to stock an inverter model?
No. A datasheet helps identify the offered model and claimed standards, but it is not the current BIS licence, registration record, certificate, or project approval. Match the exact model to the authority record and keep the controlled evidence with the purchase file.
Does BIS evidence guarantee subsidy, tender, or DISCOM approval?
No. Product conformity is only one gate. A scheme may impose module, cell, vendor, communication, or technical conditions. A tender has its own eligibility and submittal clauses. The relevant DISCOM or other authority controls project-specific connection, metering, inspection, and commissioning.
