ALMM and inverter compliance: MNRE’s current ALMM page publishes solar PV module and cell lists, not an inverter list. Verify the inverter’s exact model documents and applicable scheme or DISCOM requirements separately.
Indian residential solar runs on a subsidy structure that almost no global software models correctly. PM Surya Ghar pays ₹30,000 per kW for the first 2 kW, ₹18,000 per kW for the next 1 kW, and nothing above 3 kW, capped at ₹78,000, according to MNRE (2026). It is a slab, not a rate. Yet the most common quotation error we see in Indian residential solar is a flat per-kW subsidy applied across the whole system, which overstates the customer’s benefit on any system above 2 kW. That error comes from Excel, and from proposal tools built for markets where incentives are percentages. This guide compares the seven proposal platforms Indian installers actually shortlist, and judges them on subsidy accuracy, ALMM enforcement, and DISCOM net metering coverage.
Short version. The best solar proposal software for Indian installers in 2026 is SurgePV, because it applies the PM Surya Ghar slab structure automatically, filters components against the live ALMM list, carries DISCOM-specific net metering rules, and produces the proposal from the same engineering record as the design. Arka360 and Solar Ladder are credible India-native alternatives at lower seat cost. Aurora and Solargraf carry neither ALMM nor the subsidy slabs.
India is now the fastest-growing residential solar market in the world by installation count, and the software market has not caught up with it. The global platforms are engineered for NEC and net metering at retail rate. The India-native platforms understand the subsidy and the DISCOM paperwork but are generally thinner on bankable simulation. For the design-side comparison, our solar design software India guide covers the engineering trade-offs, and the global solar proposal software ranking covers the category without the India lens.

What An Indian Solar Proposal Has To Get Right
Four things decide whether an Indian residential proposal survives contact with the DISCOM and the customer.
The subsidy slab, applied as a slab. ₹30,000 per kW to 2 kW, then ₹18,000 per kW to 3 kW, hard cap ₹78,000, residential only. A 5 kW system receives the same ₹78,000 as a 3 kW system. Any tool that multiplies system size by a single rate produces a wrong number. SurgePV’s PM Surya Ghar guide sets out the current structure.
IS and CEA standards. IS 14086 governs modules on performance and safety, IS 16221 governs inverters including anti-islanding, and the CEA Technical Standards for Connectivity of Distributed Generation Resources set earthing and maximum system voltage. Maximum DC voltage is commonly capped at 600 V for residential in many states, with commercial reaching 1,000 V. A design that breaches the state DC voltage limit fails inspection regardless of how good the proposal looks.
DISCOM-specific net metering. Export compensation typically runs ₹3 to ₹5.50 per unit against APPC. Settlement matters as much as the rate: monthly settlement wastes summer surplus, while annual carry-forward banks it. Two identical systems in two states can differ by more than a year on payback purely on this. See SurgePV’s net metering regulations guide for the state picture.
The Subsidy Error That Costs Indian Installers Deals
Here is the arithmetic on three common system sizes. This is an illustrative calculation using the published MNRE slab structure.
| System size | Flat-rate quote at ₹30,000 per kW | Correct PM Surya Ghar entitlement | Overstatement |
|---|---|---|---|
| 2 kW | ₹60,000 | ₹60,000 | None |
| 3 kW | ₹90,000 | ₹78,000 | ₹12,000 |
| 5 kW | ₹1,50,000 | ₹78,000 | ₹72,000 |
| 8 kW | ₹2,40,000 | ₹78,000 | ₹1,62,000 |
The 2 kW case is why the error persists. Small systems quote correctly under both methods, so an installer can run the flat-rate template for months without noticing, then apply it to a 5 kW enquiry and produce a proposal that is off by ₹72,000.
Two consequences follow. The obvious one is the refund conversation and the cancelled job. The less obvious one is that the installer quoting correctly looks expensive next to the installer quoting incorrectly, and loses the deal on a comparison that was never valid. Automatic slab application is not a convenience feature in this market. It is the difference between competing on price and competing on a fiction.
The Seven India Solar Proposal Platforms Worth Evaluating
1. SurgePV, the integrated pick
Applies the PM Surya Ghar slab structure from system size automatically, filters components against ALMM List I and List II, carries DISCOM-level net metering libraries, and generates branded proposals in 9 languages including Hindi with e-signature. The engineering underneath is the same 8,760-hour module-level shading and bankable P50, P75, P90 output used on utility-scale work. $1,299 to $1,899 per user per year, roughly ₹1.1 Lakh to ₹1.6 Lakh per seat.
2. Arka360
India-native, built around the PM Surya Ghar workflow, and priced for the local market. Strong on subsidy handling and DISCOM documentation. Simulation depth is lighter than SurgePV or PVsyst, which matters more on C&I than residential. Our Arka360 alternative comparison covers the trade-offs.
3. Solar Ladder
India-native and sales-workflow-led, with good CRM and follow-up mechanics for a PM Surya Ghar pipeline. Proposal output is clean and fast. Engineering depth is the constraint on commercial work. See our Solar Ladder alternative review.
4. Aurora Solar
Genuinely excellent software built for a different market. No ALMM list, no PM Surya Ghar slabs, no DISCOM libraries, and pricing at $159 to $259 per user per month that is hard to justify against Indian residential ticket sizes. Covered in our Aurora Solar alternative comparison.
5. Solargraf
Fast residential templates and solid e-signature, Enphase-owned. English-first, simplified shading, and Indian incentives handled by manual line item. Reasonable if your mix is commercial and you already own a design tool. More in our Solargraf alternative review.
6. OpenSolar Pro
Free entry tier makes it popular with new Indian installers. Capable for simple residential, but subsidy and ALMM handling are manual, and add-ons stack at C&I scale. Our OpenSolar alternative breakdown covers where the free tier stops paying off.
7. Excel plus a design tool
Still the most common setup in India, and worth naming honestly. It is free, fully flexible, and the single largest source of subsidy miscalculation and version drift in the market. If you keep it, at minimum move the subsidy slabs into a locked formula rather than a typed number.
India Solar Proposal Software Comparison
| Tool | PM Surya Ghar slabs automatic | ALMM-filtered database | DISCOM net metering library | Hindi or regional proposals | Bankable 8,760-hour shading | Pricing (per user / yr) |
|---|---|---|---|---|---|---|
| SurgePV | Yes | Yes, List I and II | Yes, state level | Yes, 9 languages | Yes, all plans | $1,299 to $1,899 |
| Arka360 | Yes | Yes | Yes | Yes | Simplified | India-market priced |
| Solar Ladder | Yes | Partial | Partial | Yes | Limited | India-market priced |
| Aurora Solar | No | No | No | No | Upper tier | $1,908 to $3,108+ |
| Solargraf | Manual | No | No | No | Simplified | $1,200 to $2,400 |
| OpenSolar Pro | Manual | No | No | Limited | Simplified | Free + add-ons |
| Excel + design tool | Manual | No | Manual | Manual | Depends on design tool | Effectively free |
The split is clear. India-native tools understand the subsidy and the paperwork. Global tools understand simulation. SurgePV is the option that does both, and that is the trade-off Indian installers are actually choosing between.

Cost Per Proposal, Not Cost Per Seat
Indian installers reasonably push back on USD seat pricing. The useful frame is cost per quote produced.
| Quotes per month per seat | SurgePV at ₹1.3 Lakh per seat per year | Cost per quote |
|---|---|---|
| 10 | ₹1,30,000 | ₹1,083 |
| 20 | ₹1,30,000 | ₹542 |
| 40 | ₹1,30,000 | ₹271 |
| 80 | ₹1,30,000 | ₹135 |
At 40 quotes a month the software costs ₹271 per proposal. A single site visit avoided by satellite-based AI 3D roof modelling typically costs more than that in fuel and technician time. The economics turn on volume, which means the tool suits installers running a real PM Surya Ghar pipeline rather than occasional projects. Full plan detail sits on the SurgePV pricing page.
Who Should Choose What
- Choose SurgePV if you need subsidy accuracy and bankable simulation in one license, you handle C&I alongside residential, or you operate across multiple DISCOMs.
- Choose Arka360 if your work is almost entirely PM Surya Ghar residential and local pricing is the deciding factor.
- Choose Solar Ladder if your bottleneck is sales follow-up and pipeline rather than engineering.
- Choose Aurora or Solargraf only if your mix is predominantly commercial, export-market, or non-subsidised, where ALMM and PM Surya Ghar do not apply.
- Choose OpenSolar Pro if you are just starting and cannot commit to a seat cost, accepting manual subsidy handling.
- Keep Excel only if you lock the subsidy slabs into formulas and accept that version drift is your risk to manage.
Once the proposal is signed, lead capture and DISCOM follow-up move to a CRM. QuickEstimate is the sister product built for Indian solar sales workflows, including PM Surya Ghar subsidy tracking and WhatsApp follow-up, and it takes the handoff from SurgePV by API.

The Bottom Line
The Indian proposal software decision is not really about proposal design. It is about whether the subsidy, the ALMM list, and your DISCOM’s export rate are computed by software or typed by a person under time pressure.
