What is CEIG
The Chief Electrical Inspector to Government (CEIG) is the state-level statutory authority responsible for electrical safety approval of electrical installations within the state. Each state has an Electrical Inspectorate headed by the CEIG, operating under powers conferred by the Indian Electricity Rules 1956 (and successor regulations) and state-specific electricity acts.
For solar projects, the CEIG approves the single-line diagram, plant electrical layout, earthing arrangement, transformer installation, HT/LT switchgear, fire safety arrangements and overall electrical safety design. Approval is required before the installation can be energised and is independent of DISCOM grid interconnection commissioning.
The threshold for CEIG approval varies by state. Most states require approval for installations above 10 kW or for any HT-connected installation. Some states require approval for all rooftop solar installations regardless of size.
CEIG explained simply
Before your solar plant can be turned on, the state electrical inspectorate has to certify that it is electrically safe. They review your drawings, inspect the site, check the earthing, and issue an energisation approval. This is separate from the DISCOM approval that lets you export to the grid.
Why CEIG matters
Statutory electrical safety. CEIG approval is mandatory before energisation of installations above the state threshold, and sits alongside broader BIS/IEC compliance requirements for solar inverters.
Drawing approval. Single-line diagram approval ensures design soundness.
Earthing verification. Adequate earthing is the foundation of electrical safety.
Fire safety. CEIG verifies suppression and detection systems.
Insurance. Most insurers require CEIG approval as a precondition for coverage.
When CEIG approval is needed
| Installation type | CEIG threshold (typical) |
|---|---|
| Residential rooftop below 5 kW | Not required in most states |
| Residential rooftop 5 to 10 kW | Some states require |
| Rooftop above 10 kW | Required in most states |
| HT connection (above 1 kV) | Always required |
| Utility solar above 1 MW | Always required |
CEIG approval process
- Drawing submission. Single-line diagram, electrical layout, earthing layout and equipment details.
- Drawing review. CEIG raises queries if any.
- Drawing approval. Permits installation per approved design.
- Site inspection. After installation, CEIG inspector visits.
- Earthing test and insulation resistance test.
- Energisation approval. Permits switching on.
- Periodic safety audits during operation.
Real-world applications
C&I rooftop solar installations above 10 kW.
HT-connected commercial and industrial solar.
Utility-scale solar plants connecting to MV/HV networks.
Solar carports and ground-mount commercial installations.
Floating solar plants.
Advantages
Statutory safety verification.
Reduces electrical accident risk.
Insurance compatibility.
Documented compliance for future audits.
Discipline in electrical design.
Limitations
Approval timelines can delay project commissioning.
Documentation overhead.
State variation in process and fee.
Manual processes in some states slow turnaround.
Limited online tracking in some inspectorates.
Common problems
Drawing submission rejection due to missing single-line diagram details.
Earthing inadequacy at first inspection, requiring rework.
Inspector visit scheduling delays.
Fire safety NOC dependency adding weeks.
State-specific document format requirements.
Best practices
Engage a licensed electrical contractor familiar with the local CEIG, or work with a firm that already prepares CEIG-compliant electrical drawings as part of the design package.
Submit drawings early, ideally during installation phase.
Use standard symbols and notations on the SLD.
Specify earthing resistance below 5 ohms.
Photograph earthing pits and SPD installation for documentation.
Coordinate fire safety NOC in parallel with CEIG application.
Indian market context
Maharashtra Electrical Inspectorate, Karnataka CEIG, Tamil Nadu CEIG, Andhra Pradesh DEI and Gujarat CEIG are among the more active state inspectorates for solar.
CEA Measures Relating to Safety and Electric Supply Regulations 2023 provide the national framework that state CEIGs follow.
CEIG fees and process steps vary materially across states. Some states have moved to online application portals; others remain paper-based.
For PM Surya Ghar and similar residential schemes, smaller installations often fall below the CEIG approval threshold.
Standards and certifications
| Standard | Scope |
|---|---|
| Indian Electricity Rules 1956 | Statutory basis (predecessor) |
| CEA Measures Relating to Safety 2023 | Successor framework |
| State Electricity Acts | State-specific provisions |
| IS 3043 | Earthing |
| IS 732 | Wiring code |
| NBC 2016 | National Building Code, fire safety |
Key takeaways
CEIG is the state electrical safety authority that approves solar installations above defined thresholds. Drawing approval and site inspection are mandatory before energisation. The process is independent of DISCOM grid interconnection. Earthing, fire safety and SLD quality are the most common bottlenecks.
