The most common error in an Italian solar proposal in 2026 is quoting a scheme that no longer accepts new entrants. Scambio sul Posto closed to systems commissioned from 29 May 2025 under ARERA resolution 78/2025/R/efr, and a great many templates, spreadsheets and imported platforms still model it. The replacement, Ritiro Dedicato, is not a variation on net metering. It is a wholesale-linked buyback at roughly 8 to 14 cents per kWh against a retail import price several times higher, which moves essentially all of the project’s value into self-consumption and changes the correct system size. This guide compares the platforms Italian installers should shortlist for quoting.
Short version. The best solar proposal software for Italian installers in 2026 is SurgePV, because it models Ritiro Dedicato buyback and a multi-year tax deduction correctly and generates the customer document from the same design record. PVsyst is the bankable simulation reference with no proposal layer. Aurora is built around US net metering, which Italy no longer has an equivalent to.

The Mechanism Changed, And So Did The Right Answer
The design consequence follows directly. Under the old scheme, a generously sized array was close to harmless, because surplus was banked at near-retail value and returned later. That made “fill the roof” a reasonable default and made storage a hard sell.
Under Ritiro Dedicato both of those reverse. Surplus sells at 8 to 14 cents while the household buys back at a multiple of that, so every exported unit is a poor trade. Correct sizing now tracks the daytime load curve rather than the available roof area, and storage moves from a lifestyle purchase to a genuine economic one, because it converts low-value export into high-value avoided import.
A proposal tool that cannot model self-consumption hourly cannot make either argument. It will either recommend an oversized system on stale logic or fail to demonstrate why the battery pays.
The one genuine merit of Ritiro Dedicato worth stating in the document is duration. The 20-year guarantee for systems up to 1 MWp gives a commercial buyer a defined floor on export revenue, which is more certainty than many European markets currently offer.
The Restructuring Bonus Is Cashflow, Not A Discount
The 50% deduction for primary residences, capped at EUR 96,000 of eligible spend per property unit, is the single most misrepresented line in Italian solar quoting.
It is claimed against income tax and spread across tax years. It is not a rebate, not a discount, and not money the customer has on installation day. Two failure modes follow from treating it as one.
The first is a price shock. A proposal that subtracts the deduction from the invoice total shows a headline figure the customer will not pay when the invoice arrives, and that discovery usually happens at the worst possible moment in the sale.
The second is quieter and more serious. Claiming the deduction requires sufficient income tax liability to absorb it. For a retired household, a low-income household, or one already carrying other deductions, a meaningful part of the benefit may never be realised. A proposal that assumes full absorption without asking is making a financial claim on the customer’s behalf that it has no basis for.
The credible treatment is a year-by-year cashflow table showing the gross cost, the deduction as it is actually claimed, and the resulting net position over time. It is a longer table and it is the honest one.
What Else Belongs In The Document
Location-specific yield. Italy spans a wide latitude range, and the irradiance gap between Sicily and Lombardy is large enough to change the investment case on identical hardware. A national average overstates the north and understates the south. Use site weather data and say that you have.
The applicable CEI standard. CEI 0-21 for low-voltage connection, CEI 0-16 for medium and high voltage. Naming it signals the connection pathway has been considered rather than assumed.
A realistic self-consumption figure. Since this is now where the value lives, the assumed self-consumption share is the most load-bearing number in the document. State it, state where it came from, and show what happens if it lands ten points lower.
Storage, modelled rather than offered. Under the current mechanism a battery has a real economic case for many Italian households. Making that case requires simulating the shifted load, not attaching a price list.
The Six Platforms Italian Installers Should Evaluate
1. SurgePV, the integrated pick
Ritiro Dedicato buyback modelling, multi-year deduction cashflow, hourly self-consumption and storage simulation, CEI standards library, location-specific weather data, and white-label proposals with e-signature in 9 languages including Italian, generated from the same design record. $1,299 to $1,899 per user per year.
2. PVsyst
Bankable simulation for large ground-mount and utility projects, frequently named by lenders. No proposal layer and no Italian mechanism logic, so it pairs with separate quoting. See our PVsyst alternative review.
3. HelioScope
Capable browser-based engineering for commercial rooftops. No proposal layer and no incentive modelling. Our HelioScope alternative guide covers the trade-offs.
4. Aurora Solar
Strong residential design built around US net metering. With Scambio sul Posto closed, the mismatch with Italian conditions is now total rather than partial. See our Aurora Solar alternative comparison.
5. Enact Solar
Reasonable financing presentation and homeowner-facing clarity, with no Italian tariff or deduction libraries. See our Enact Solar alternative review.
6. Spreadsheets plus PVsyst
The default for many Italian consultancies. Defensible engineering, and the most common place a closed scheme survives in a template long after it closed.

Show the deduction as the customer will actually receive it
SurgePV builds the year-by-year cashflow with the Restructuring Bonus claimed across tax years, so the number in the proposal matches the number on the invoice.

Worked Example: 6 kWp Residential, Old Assumption Versus Current Rules
An illustrative calculation, not a specific customer project. Inputs: 6 kWp array in central Italy, 7,800 kWh annual generation, household consumption 4,200 kWh, self-consumption 35% without storage, retail import assumed well above the buyback rate, Ritiro Dedicato at 11 cents per kWh.
| Line | Quoted on Scambio sul Posto logic | Actual under Ritiro Dedicato |
|---|---|---|
| Generation | 7,800 kWh | 7,800 kWh |
| Self-consumed | 2,730 kWh | 2,730 kWh |
| Exported | 5,070 kWh | 5,070 kWh |
| Value assumed per exported kWh | near retail | 11 cents |
| Annual export revenue shown | substantially overstated | about EUR 558 |
| Implied payback | Optimistic | Materially longer |
| Correct recommendation | Fill the roof | Size to load, or add storage |
The two columns describe the same hardware on the same roof. The difference is entirely in what the export is assumed to be worth, and it is enough to change both the payback figure and the recommendation. An installer still quoting the left-hand column is not making a small error, they are selling a system sized for a scheme the customer cannot enter.
Note the last row in particular. Under current rules, raising self-consumption from 35% toward 70% with storage is worth more than adding capacity, which is the opposite of the advice that was correct three years ago.
Who Should Choose What
- Choose SurgePV if you need Ritiro Dedicato modelling, honest deduction cashflow and storage simulation from one license.
- Choose PVsyst where a lender names it on large ground-mount, paired with a separate quoting process.
- Choose HelioScope if your team is engineering-only on commercial rooftops.
- Avoid Aurora and Enact for Italian work. Both assume incentive structures Italy no longer operates.
After signing, pipeline and follow-up sit in a CRM. QuickEstimate takes the handoff from SurgePV by API.

The Bottom Line
Italy changed mechanism in May 2025 and most quoting has not caught up.
- Model Ritiro Dedicato, not Scambio sul Posto. Exported energy is now worth a fraction of retail, and that changes the recommended system size.
- Show the deduction as a multi-year cashflow. Subtracting it from the invoice total misrepresents both the price and the customer’s ability to claim it.
- Use site weather data. Italy’s latitude range is too wide for a national average to be credible.
