Italian residential solar economics changed on 29 May 2025 and a lot of design software has not caught up. ARERA resolution 78/2025/R/efr provides for the dismissal of Scambio sul Posto, and systems put into operation from that date can no longer access it. The reference mechanism for anything quoted today is Ritiro Dedicato, a GSE buyback running roughly 8 to 14 cents per kWh for systems up to 1 MWp with rates guaranteed for 20 years. That is well below Italian retail electricity prices, which means self-consumed energy is now worth considerably more than exported energy. Every sizing assumption built on SSP netting is obsolete. This guide compares the platforms Italian installers should shortlist.
Short version. The best solar design software for Italian installers in 2026 is SurgePV, because the end of Scambio sul Posto makes hourly self-consumption the deciding design variable, and SurgePV runs 8,760-hour module-level simulation with battery dispatch against a real load profile. PV*SOL is credible on simulation with a strong European following but is desktop-bound. Aurora models US net metering, which has no Italian equivalent.
Italy is a large, mature market that has just had its residential incentive structure rebuilt, which puts every installer in the same position: the numbers you used last year no longer describe the product you are selling. For the broader category comparison see our solar design software buyer’s guide and the best solar design software ranking.
Model an Italian job on Ritiro Dedicato, not SSP
A SurgePV engineer takes one of your addresses, runs 8,760-hour generation against the household load profile, and prices export at the GSE buyback rather than retail.

What The End Of Scambio Sul Posto Actually Changes
Under SSP, surplus energy fed into the grid was effectively netted against consumption at close to retail value across the settlement period. Timing did not matter much. An installer could size an array against annual consumption and be broadly right.
Ritiro Dedicato is a different product. GSE buys the surplus at 8 to 14 cents per kWh, guaranteed for 20 years, which is attractive as a floor but sits well under what the same kWh costs to buy back. The consequence is that every exported unit now represents value given away, and the return concentrates in the energy used on site.
Three design responses follow directly, and none of them can be argued from an annual kWh figure.
Orientation. An east-west split flattens the generation curve and lifts self-consumption, often returning more money from less total electricity. Our east-west roof solar design guide covers the trade-off in detail.
Storage. Shifting a kWh from a 10 cent export to an avoided import at Italian retail prices is worth several times the export value. Sizing it properly requires simulating charge and discharge against actual hourly surplus rather than applying a rule of thumb. See our solar plus storage design software comparison.
The parallel with the Netherlands, where the salderingsregeling ends on 1 January 2027, is exact. Both markets built a large installed base on net metering and are now withdrawing it, and in both the winning installers are the ones who can model hours.
The Rest Of The Italian Requirement Set
CEI 0-21 and CEI 0-16. CEI 0-21 governs connection of generators to the low-voltage distribution network, covering protection settings, anti-islanding and power quality. CEI 0-16 applies at medium and high voltage. These are connection prerequisites checked by the distributor, not optional design considerations.
The 50% detrazione. The Restructuring Bonus deduction remains available for primary residences in 2026, on eligible spend up to 96,000 euros per property unit. It is a deduction spread across tax years rather than an upfront grant, so the cashflow profile differs from a rebate and the financial model should reflect that. Regional and municipal schemes may stack on top, and the applicable set should be confirmed per project rather than assumed.
Yield modelling across a long country. Italy spans a wide latitude range and Sicily behaves very differently from Lombardy on both irradiance and temperature. A national default will be wrong at both ends, so the simulation needs proper location-specific weather data and a thermal model that handles southern summer conditions.
SurgePV’s Europe compliance library covers the EU-level requirements, and SurgePV also publishes an Italy feed-in tariff guide and an Italian solar ROI analysis with regional breakdowns.
The Six Platforms Italian Installers Should Evaluate
1. SurgePV, the all-in-one pick
8,760-hour module-level simulation with battery dispatch against real load profiles, configurable export pricing so Ritiro Dedicato can be modelled properly, AI 3D roof modeling from satellite, bankable P50, P75, P90, and white-label proposals with e-signature in 9 languages including Italian. $1,299 to $1,899 per user per year.
2. PV*SOL
Strong European simulation with good self-consumption and battery modelling, and a real following among Italian and German engineers. Windows desktop with a thin proposal layer, so most teams pair it with separate quoting. See our PV*SOL alternative comparison.
3. PVsyst
The bankable reference for larger Italian commercial and utility projects where a lender names it. Around 500 euros per user per year, Windows desktop, no proposal layer or incentive modelling. See our PVsyst alternative review.
4. OpenSolar
Free at entry with reasonable European coverage. Simplified shading and SSP-era financial defaults that need manual correction. Our OpenSolar alternative breakdown covers the limits.
5. Aurora Solar
Deep residential design built around US net metering, a structure Italy has just moved away from. Poor fit. See our Aurora Solar alternative comparison.
6. Local Italian design tools
Several handle GSE paperwork and distributor documentation well while carrying lighter simulation. Reasonable where the engineering question is settled and throughput is the constraint.

Worked Example: 6 kWp Near Bologna, SSP Versus Ritiro Dedicato
An illustrative calculation using published Ritiro Dedicato ranges, not a specific customer project. Inputs: 6 kWp, 1,250 kWh per kWp specific yield, 7,500 kWh generation, 3,600 kWh consumption, import at 28 cents per kWh, RID buyback at 11 cents per kWh, self-consumption 33% without storage.
| Line | Under Scambio sul Posto | Under Ritiro Dedicato | RID plus 6 kWh battery |
|---|---|---|---|
| Generation | 7,500 kWh | 7,500 kWh | 7,500 kWh |
| Self-consumed | 2,475 kWh | 2,475 kWh | 3,240 kWh |
| Exported | 5,025 kWh | 5,025 kWh | 4,260 kWh |
| Value of self-consumption at 28c | EUR 693 | EUR 693 | EUR 907 |
| Value of export | EUR 1,407 netted near retail | EUR 553 | EUR 469 |
| Year 1 benefit | EUR 2,100 | EUR 1,246 | EUR 1,376 |
The same system loses roughly 41% of its annual benefit when SSP is unavailable. The battery recovers a modest share, and the more effective lever on this profile is actually load shifting, because the household’s consumption is low relative to generation. That is the useful conclusion: on a low-consumption household the honest recommendation after SSP may be a smaller array rather than a bigger battery, and only an hourly model will tell you which.
Who Should Choose What
- Choose SurgePV if you want Ritiro Dedicato pricing, hourly self-consumption, battery dispatch and Italian-language proposals in one license.
- Choose PV*SOL if your work is engineering-led, you value its European reputation, and someone else builds the customer document.
- Choose PVsyst where a lender names it on a larger commercial project.
- Choose a local Italian tool if GSE and distributor paperwork throughput is your bottleneck rather than design accuracy.
- Avoid Aurora here. US net metering logic in a market that has just abolished its equivalent.
Ritiro Dedicato pricing and Italian proposals in one seat
Configurable GSE buyback pricing, 8,760-hour self-consumption, battery dispatch, CEI-aware design and Italian-language proposals from $1,299 per user per year.

The Bottom Line
Italy has moved from net metering to a buyback scheme, and the design implications are larger than the headline suggests. Export is now a floor price, not a substitute for consumption.
- Stop sizing against annual consumption. It was right under SSP and is wrong under Ritiro Dedicato.
- Model orientation, storage and load shifting explicitly. All three became materially more valuable on 29 May 2025, and none can be argued from annual kWh.
